What is required on a cosmetic or skincare label?

A statement of identity (what the product is), the net quantity of contents (FPLA, both units), your name and place of business, the ingredient declaration in INCI names (21 CFR 701.3), any required warnings or directions, and — under MoCRA — a domestic contact for adverse-event reports.

Does MoCRA apply to my small handmade cosmetics?

MoCRA's labeling rules, including the responsible-person contact for adverse events, apply broadly to cosmetics sold in the U.S. Some small businesses are exempt from certain GMP and facility-registration requirements, but plan on the label requirements applying.

Do I have to list ingredients on soap?

It depends. "True soap" regulated by the CPSC is treated differently from soap sold with cosmetic claims (moisturizing, anti-aging, or fragrance as a selling point), which is a cosmetic and needs full cosmetic labeling including the INCI ingredient list.
